NATIONAL PUBLIC HEALTH INSTITUTE OF LIBERIA 2023-2028 STRATEGIC PLAN

The National Public Health Institute of Liberia (NPHIL) is pleased to present its revised
Strategic Plan (2023-2028) which clearly defines mechanisms for implementation of public
health interventions to protect and promote global and regional health security. The current
plan is based on lessons learned from the implementation of NPHIL’s previous strategy (2017-
2022), the Joint External Evaluation (JEE) and WHO Benchmark reports, the National Action
Plan for Health Security (NAPHS), the regional disease surveillance enhancement (REDISSE)
and the “One Health” coordination platform. This strategy also considers key commitments
outlined in the International Health Regulations (IHR).
